CHAPMAN PARTNERSHIP: A SYSTEM BUILT FOR RESTORATION

Within 48 hours of arriving at Chapman Partnership, a child is back in class. School transportation is arranged. Uniforms are provided. A backpack turns up, stocked with brand-new school supplies.

That timeline is crucial. When a family is living in crisis, the first thing to slip is routine. Once routine goes, everything starts to feel negotiable.

Chapman Partnership exists to stop that slide.

They operate two Homeless Assistance Centers in Miami-Dade, housing 820 men, women, and children nightly, and supporting an additional 35 family members in pre-shelter locations.

MORE THAN EMERGENCY SHELTER

Chapman is careful about what they offer. It is not a bed for the night and a wish for luck. It is a system.

“Chapman Partnership is more than an emergency housing center. We are a comprehensive system of care designed to move individuals and families from crisis to stability and long-term self-sufficiency,” said Kavaja Sarduy, Vice President of Operations.

When someone enters the program, the support is coordinated and practical: case management, housing navigation, workforce development, education support, healthcare access, and life skills training. This is about durable change, not a temporary fix.

Sarduy continued: “Stabilization is the first step. Empowerment is the goal.”

MIAMI’S PRESSURE POINT: FRAGILITY IN DISGUISE

Miami sells momentum, but it’s also a place where “fine” can turn into freefall fast.

Chapman describes the pressure plainly: the gap between wages and housing costs keeps widening. A rent increase, a job change, one medical bill, and suddenly the math no longer works.

They are seeing growing need among families with children and single working adults, often employed and still priced out. The picture keeps widening, from service workers and caregivers to veterans, seniors, and young adults ageing out of support systems.

A FAMILY’S EXPERIENCE

One example puts the reality into plain view.

A mother arrived after losing housing due to a sudden rent increase. She was working, but she could not bridge the gap quickly enough. Her children began to struggle emotionally and academically.

Inside the program, she received case management, employment support, and housing navigation. Her children joined on-site educational services. Within months, she secured higher-paying employment and moved into permanent housing.

“What changed was not just her address. It was her sense of control and possibility,” said Sarduy.

WHY LEARNING IS WHERE STABILITY COMPOUNDS

Chapman’s view is simple: if a family is stabilizing, education has to be in the frame from day one.

That is why the first 48 hours are so tightly engineered. School enrolment. Transport. Uniforms. Supplies. It is the fastest way to make life feel predictable again for a child who has just had the opposite.

Relm’s support follows that same logic, quietly targeted and practical, focused on the points where progress either compounds or collapses.

In Chapman’s partnership outline, that support shows up in a few specific ways. It helps keep tutoring and learning tools within reach for children who need routine most. It supports technology-enabled learning, including STEM and virtual activities that widen what’s possible in a constrained setting.

It strengthens the wrap-around support that helps families stay on track, not just get through the week. And it creates space for employee volunteering, through days of service and family-focused events that add capacity in the moments that matter.

It reinforces the day-to-day, so families can keep moving forward.

SHOWING UP

Alongside ongoing support, there’s also time given in person. Chapman’s annual Back-to-School BBQ is one example, with Relm’s Miami team volunteering on-site to help with the practical running of the day, so families can focus on settling in and getting ready for school.

Another example was Chapman’s first annual Women’s Empowerment Event, where volunteers joined a workshop and panel with three female community leaders, then prepared 50 care packages with face masks, lip gloss, and other small “feel-good” essentials for women attending.

THE SHIFT CHAPMAN WANTS TO SEE

Chapman’s view is direct: homelessness is not solved by emergency response alone. Lasting outcomes come from systems that connect housing, work, health, and education, and then stay the course.

That’s why the basics can’t slip.

A bus route that gets a child to school. A uniform that helps them feel like they belong. A backpack that restores the idea of Mondays.
